Report to STOA, European Parliament. Steve Wright, a British analyst working in the UK as the Omega Foundation, presented a requested report to the European Parliament, Directorate General of Research, Science and Technology Options Assessment [STOA], titled “An Appraisal of Technologies of Political Control”. The full text of the report [6 January 1998] is available on-line. This report launched the interest in Echelon subsequently shown in the French and US legislatures and in the European Parliament.
