Commerce Secretary William M. Daley [quoted in The New York Times 16 April 1998] said that at the close of 1997 there were ample sources of encryption abroad: 656 encryption products were produced in 29 countries. "Products from Germany, Ireland, Canada, Israel and Britain can compete with anything made domestically, he said, and can meet the needs of the world's computer networks."
